GOÄneu – Not like that!
Political will to act is now required

Berlin, June 12, 2025. The 129th German Medical Association voted overwhelmingly in favor of the new German Medical Fee Schedule (GOÄneu). However, this apparent unanimity is not representative in reality. Rather, a majority of medical societies, professional associations, regional organizations, and initiatives that joined forces in the "GOÄneu – Not Like This!" alliance have reaffirmed their resolute opposition to the current version. They consider it necessary for the Federal Ministry of Health (BMG) to facilitate important and necessary adjustments in the process.

In the run-up to the 129th German Medical Association meeting in Leipzig, the alliance had provided detailed, factual reasons for its criticism of the new GOÄ in a joint statement. The signatories reiterate their key criticisms of the new GOÄ and point to potential consequences:

  • No economically sound calculation: The new GOÄ is based on blanket volume considerations rather than a comprehensible calculation. This contradicts the principles advocated by the 2016 Medical Association.
  • Disproportionate remuneration reductions: In some disciplines, reductions of up to 29 percent are planned. This severely disadvantages investment-intensive service areas with high healthcare relevance.
  • Threat to security of supply: Closures of owner-managed practices, particularly in rural areas, as well as staff reductions and long waiting times are to be expected.
  • Loss of medical excellence and innovation: The abolition of the fee structure jeopardizes the flexibility with which highly complex cases could previously be treated in maximum care hospitals and inhibits investments in medical technology.

Appeal to the Federal Ministry of Health

The new GOÄ can only come into force with a legal regulation from the Federal Ministry of Health and the approval of the Federal Council. The undersigned organizations request that the Federal Ministry of Health not implement the submitted draft in its current form, but rather:

  • to make the economic calculation bases of the GOÄneu transparent – if they exist,
  • to take the factually justified criticism of the experts seriously and
  • to fundamentally review the GOÄneu as part of the further regulation process.

The associations are open to constructive discussions. The goal is a modern GOÄ (German Medical Expenses Fee Schedule) that ensures long-term medical quality, innovation, and security of care in Germany.
